Toby B. Moore



Dr. Toby Moore is a California Registered Geologist and Certified Hydrogeologist with over 18 years of experience managing water resources and groundwater investigations throughout California.

As Golden State Water Company’s Water Resources Manager and Chief Hydrogeologist, he is responsible for technical support, review and oversight of the company’s diverse portfolio of groundwater and imported water operations in the 75 communities throughout 10 counties in California.

Dr. Moore leads a Water Resources team that support the operation and maintenance of Golden State Water’s approximately 250 production wells located within 17 different groundwater basins, with a focus on maximizing the use of less-expensive groundwater and controlling supply costs. The Water Resources Department monitors well performance by collecting and analyzing data on groundwater levels, production rates and volumes and pump efficiency. It also assists with the siting and construction of new wells, as well as maintenance, rehabilitation and destruction of existing wells.

Highly regarded in his field, Dr. Moore serves as Vice President of the Southern Branch of California’s Groundwater Resources Association and a Director for the California Groundwater Coalition as well as the Pomona Valley Protective Association. He also was selected and served on the Cadiz Groundwater Stewardship Committee, a 13-member panel of nationally acclaimed experts who provided guidance on the design of an operating plan and mitigation and monitoring program for the Cadiz Valley Groundwater Conservation, Recovery and Storage Project.

Dr. Moore lends his leadership and expertise to several additional industry organizations and groundwater management entities, including the Alamitos Seawater Barrier Management Committee, Six Basins Watermaster Board, Ojai Basin Groundwater Management Agency Board and the Nipomo Mesa Management Area and Twitchell Management Area Technical Groups in the Santa Maria Adjudication. 

Prior to joining Golden State Water and establishing the company’s Water Resources Group, Dr. Moore was a lead consultant and Associate Geologist for Mission Geoscience Inc. (Mission) an environmental consulting firm in Irvine. During his tenure with Mission, he provided water resources expertise and conducted contaminant studies. Dr. Moore represented Golden State Water in an MtBE contamination investigation at the Charnock Well Field, a significant source of drinking water to the Los Angeles region.

 Dr. Moore has a multidisciplinary background in Biology, Chemistry and Geology and is a graduate of the University of California-Los Angeles, where he received both his Bachelor of Science in Biology and Doctorate in Geology.
